The Department of Children and Families (DCF) Office of Licensing (OOL) inspects every licensed child care center annually to enforce health, safety and educational program requirements. Registered family child care providers are monitored and inspected by Child Care Resource and Referral (CCR&Rs) agencies, which are community-based organizations contracted by the state in each county. The Youth Camp Safety Project is the principal authority on matters relating to health and safety conditions at summer youth camps within the state. All youth camps must obtain a license issued by the Department of Health (DOH) prior to operating. Licensed youth camps are subject to pre-operational inspections (conducted by the local health authority) as well as operational inspections (conducted by the Public Health and Food Protection Program) to determine compliance with the Youth Camp Safety Standards rules. All reports of child abuse and neglect, including those occurring in institutional settings such as child care centers, schools, foster homes and residential treatment centers, must be reported to the State Central Registry (SCR). This is a toll-free, 24-hour, seven-days-a-week hotline.

To make a complaint about a child care center or report a health and safety violations with the DCF Office of Licensing, you can call 1-877-667-9845 or file a complaint online. Complaints may be made anonymously.
All child care providers receiving payment through the NJ Child Care Assistance Program must be licensed or registered by the Department of Children and Families, Office of Licensing (DCF/OOL) or approved by the Department of Human Services, Division of Family Development (DHS/DFD). This includes child care centers, school‐based programs, summer camps and home-based providers, such as family child care providers and approved homes. All programs that were license exempt, such as public and charter school or faith-based organizations, must become licensed and must comply with the requirements below in order to receive payments through the NJ Child Care Assistance Program.
